H38 Special leave granted under H33 (d) should be granted as follows :-
(a) to all public servants who are members of the Central Executive of recognised Staff Associations and Trade Unions catering for public srervants to attend ordinary , emergency or special meetings of the Central and Executive of such staff associations and Unions concerned provided that public servants who are posted for duty outside Georgetown, must obtain prior approval to leave their duty stations whenever necessary ;
(b) to those public servants who hold the offices of President, Secretary, Assitant Secretary , Stewart in recognised Staff associations and Trade Unions catering for public servants for the purpose of investigating complaints ,or assisting in settling disputes or other matters affecting conditions of service of members of the Staff Associations and Unions concerned , except shop Stewards in the Transport and Harbours Department ( wher adequate arrangements are in force for those fuctions to be carried out by sectional Union Officials) subject to the conditions specified in Rule H39.
